Like every year, the gender budget is being prepared for the next financial year 2024-25. At the same time, there is a possibility of presenting a report in this regard to the National Parliament. The 5 issues that will be emphasized in the gender budget along with the national level plan include- implementation of the 8th Five Year Plan, undertaking projects identifying the gender gap, incorporating innovative thoughts and ideas and following a group-based format. According to sources in the Ministry of Finance, the purpose of this gender budget is to reflect the establishment of an egalitarian and inclusive society as an important development philosophy of the government.
In the preparation of gender budget, women's empowerment and social status increase, women's participation in production, labor market and income-generating activities, increasing women's opportunities by providing government services will be given special attention. However, since it is not possible for each ministry and department to implement these programs individually, group-based ministries have been included. Group-1 includes empowerment of women and upliftment of social status where 12 ministries will work simultaneously.
The Ministries and Departments are: Ministry of Primary and Mass Education, Secondary and Higher Education Department, Technical and Madrasa Education Department, Health Care Department, Health Education and Family Welfare Department, Food Ministry, Women and Child Affairs Ministry, Agriculture Ministry, Fisheries and Livestock Ministry, Social Welfare Ministry, Department of Local Government and Department of Information and Communication Technology. The guidelines given by the Ministry of Finance regarding the role of these ministries are mainly about the development of women in the light of laws, planning documents and policies. Under these ministries and departments, the information of the beneficiaries along with the information of men and women in the department.
It is known that the share of women in the total budget of the ministries and departments in this group. At the same time priority expenditure and programs as well as recent achievements of these ministries and departments in women's welfare will be highlighted. It is known that Group-2 includes total 11 ministries and departments. The topic of this group is - Women's participation in production, labor market and income generating activities. Ministries and Departments include: Ministry of Public Administration, Financial Institutions Department, Ministry of Commerce, Ministry of Labor and Employment, Ministry of Youth and Sports, Ministry of Textiles and Jute, Ministry of Rural Development and Cooperatives, Ministry of Water Resources, Ministry of Disaster Management and Relief, Ministry of Chittagong Affairs Ministry and Ministry of Expatriate Welfare and Foreign Employment. In this group, besides the recent significant achievements in women's development, the existing challenges in achieving the goals will be mentioned. Not only that, the activities that need to be undertaken by the ministry in the field of women's development will be identified and the next day's activities will be highlighted.
Group-3 includes a total of 21 Ministries and Departments. The scope of this group is to increase the opportunities of women by providing government services. The ministries and departments included in this group include the Prime Minister's Office, Election Commission, Law and Justice Department, Public Safety Department, Security Department, Science and Technology Ministry, Housing and Public Works Ministry, Information and Broadcasting Ministry, Cultural Affairs Ministry, Road Transport and Highways Department. , Ministry of Industry, Ministry of Religion, Department of Energy and Mineral Resources, Ministry of Environment, Forest and Climate Change, Ministry of Lands, Ministry of Railways, Ministry of Shipping, Ministry of Civil Aviation and Tourism, Department of Posts and Telecommunications, Department of Power and Ministry of Liberation War Affairs. This group will include a general description of the importance of the Ministry in the socio-economic context of the country and the steps taken by the Ministry for the development of women. Apart from this, challenges exist in achieving women development targets for these ministries and departments like other groups. Besides the recent achievements of this ministry and department in women's welfare is noticeable.
In this regard, a responsible official of the finance department said that the government is determined to establish equal participation, equal rights and equal dignity of men and women at all levels in the national life. This gender budget initiative has been taken with that goal in mind. This gender budget is being prepared for the past few years. In continuation of this, it is being made in the next financial year as well. However, each fiscal year's gender budget makes several recommendations about what to do in the future. Budget requirements are allocated in cases where none of those recommendations have been implemented. It also considers whether there is a need to expand any activities or programs. And any ministry or department undertaking any kind of innovative thought-provoking program on gender issues is also taken seriously into consideration.
