Deputy Commissioner plays the most important role in implementing government guidelines at the field level and works to build a people-friendly administration. After joining Narsingdi, he has been able to bring about drastic changes in all areas. Badiul Alam passed out in 27th BCS Administration Cadre and achieved great success in his career. He loved the people of Narsingdi from the bottom of his heart and became known as a good and broad minded person. He has the opportunity to meet people from all walks of life directly. He seriously tries to solve any kind of problem of helpless people from far and wide areas in his office.
Besides, he has done honorable work to protect the honor of the district people. The image of Narsingdi district administration is changing. After joining Narsingdi, he completed the recruitment process of 38 office assistants of revenue administration with transparency on the basis of 100% merit within 1 month of commencement. This recruitment process was suspended several times earlier due to complications. He took initiatives to rehabilitate traders in Shekerchar-Baburhat-Bazar affected by fire. On November 12, the Prime Minister inaugurated the Ghorashal-Palash Urea Factory in Narsingdi in two separate programs and implemented the rally program in a grand atmosphere. Narsingdi Independence Day was organized on 12 December to make it memorable among the people of the district and to invigorate the young generation with the spirit of the liberation war. Famous best music bands and musicians of the country participated in it. Along with the institutional curriculum, the Deputy Commissioner started the scholarship examination to increase the interest of the students of Narsingdi. 1287 meritorious candidates from 265 educational institutions of the district took part in it. After that 23 students were given merit scholarships. Apart from this, he launched the Deputy Commissioner Gold Cup Badminton Tournament to achieve smart citizens physically and mentally. 66 local and foreign teams participated in single and double. The District Commissioner set up a 'First Aid Corner' in the office for the convenience of the service seekers.
A century later, on the International Mother Language Day, 68 institutions, including Dhaka and local publishers, displayed their exhibits in more than a hundred stalls in the book fair to spread the practice of reading books among the people of Narsingdi. He launched a publication called 'Unnayan Abhijatraya Narsingdi' on the initiative of the District Commissioner about the development activities of the current government for one and a half decades. In implementation of Prime Minister's instructions, he launched a cost-effective market system during Ramadan. He organized the national days with due dignity in a splendid environment. He has worked to implement the 12th National Parliament election and Upazila Parishad election in a free, fair and impartial manner.
To keep people's lives normal in the intense heat, they distributed drinking water and food saline throughout the district. The science fair was organized with the aim of encouraging the talented young scientists and inventors spread in the remote areas of the district and building a knowledge-based society. While performing Jumma prayers, an auto-rickshaw of a helpless poor driver was stolen. When this news reached the ears of the Deputy Commissioner, he bought him a new auto-rickshaw. He is working to build a people-friendly administration to reduce the distance between the administration and the public. And the residents of the district consider these activities as an expression of love for the people of Narsingdi. District Commissioner Dr Badiul Alam has done so many developmental works. District freedom fighter commander Abdul Motalib Pathan along with various public educational institutions of the district and also individuals from social and conscious circles, they said that the District Commissioner Dr Badiul Alam is very responsible. The strong belief of the people of the district is that this friendly district commissioner will play a leading role in the development of this district in the coming days. It is known that the Deputy Commissioner Dr Badiul Alam served as Deputy Secretary of the Cabinet Department before this. This talented officer is the son of late Shafiul Alam and Nurnahar Begum of Fatekhanrkul Union of Ramu Upazila of Cox's Bazar District. In his educational life, he passed secondary school from Khizari Adarsh High School in 1995. Later, in 1997, he completed Higher Secondary from Chittagong College and LLM with LLB Honors from Chittagong University.
He later received his PhD in 'Climate Finance' from the Faculty of Macquarie University, Sydney, Australia. After that he did Post Graduation Diploma from European Union University, Japan and Masters from Kyushu University, Japan. At the beginning of his career, he taught for some time in the Department of Law at the Premium University of Chittagong. He also works as a lawyer at the Chittagong Bar. After that he joined the Dhaka Judiciary in 2008 as an Assistant Judge in the Judiciary Department.
Later he started his career in the administration cadre after being appointed in the admin cadre of 27th BCS. During his working life, Dr Badiul Alam served with reputation in various positions including Deputy Director of Local Government Department of Chittagong District Administration.
