Tk 9,000 cr cut in ten mega projects

 

- Rooppur nuclear power project remains as before

- Bangabandhu Railway Bridge cons price reduced

About Tk nine thousand crore have been deducted from the Mega 10 project. This amount is excluded from the Annual Development Program (ADP) of the current financial year. This allocation has been reduced as the project stakeholders expressed inability to spend the money midway. However, the allocation for the Padma Bridge project has increased by Tk 2,612 crore. Besides, the allocation of Rooppur nuclear power project, which is the highest cost in the country, remains unchanged. A total of Tk 33 thousand 8 crore has been allocated in favor of 12 mega projects in the Revised Annual Development Program. However, there is concern about the entire expenditure of this money.

The projects that have been cut are Metrorail, Support to Joydevpur-Devagram-Bhulta-Madanpur Road (Dhaka Bypass Construction) PPP Project and Support to Dhaka Elevated Expressway Project. Besides, construction of Bangabandhu Sheikh Mujib Railway Bridge, railway connection to Padma Bridge, construction of Dohazari-Ramu-Gundum railway, development of Matarbari port and infrastructure development projects for conducting ancillary activities of Payra port. There are also 4th Health-Population and Nutrition Sector Development Programme, 4th Primary Education and Development Programme. In favor of these projects, the allocation in the original ADP was Tk39 thousand 26 crore.

Abul Kashem Md Mohiuddin, Secretary of Implementation Monitoring and Evaluation Division (IMED) said that the allocation is taken based on the concept at the beginning of the financial year on Saturday. But later when they see that they cannot spend this money, they ask to reduce it. The allocation is determined based on discussions with the concerned Ministries and Departments before preparing the revised ADP. In response to a question, he said sometimes there are many logical reasons for not being able to spend money. But if the allocation cannot be spent due to negligence or any other reason without any reasonable reason, then it is definitely a matter of concern. Accountability must be identified in this case. But we will review further.

According to sources, the total cost of Metrorail Line-6 project from Rajdhani Uttara to Kamalapur has been estimated at Tk33 thousand 471 crore. Out of this, Tk20 thousand 757 crore have been spent till June. Tk3 thousand 425 crore have been allocated to ADP for the current financial year. But in the middle, Tk1 thousand 432 crore had to be cut. In this case, Tk1 thousand 993 crore have been allocated in the revised ADP. Regular train is already running from Uttara to Motijheel. Kamalapur part is being worked on. Besides, the total cost of implementation of the PPP project of Support to Joydevpur-Devgram-Bhulta-Madanpur Road (Dhaka Bypass) has been estimated at Tk 675 crore.

Out of this, Tk289 crore 23 lakh has been spent till last June. In the current financial year, the allocation in its favor was Tk 170 crore. But due to failure in expenditure, the revised allocation was reduced by Tk 12 crore to Tk 158 crore 45 lakh. A deduction of Tk 95 crore has been made from the Support to Dhaka Elevated Expressway PPP project. Besides, Tk 600 crore has been reduced from the Bangabandhu Sheikh Mujib Railway Bridge construction project. Tk714 crore have been left out of the Padma bridge rail link project. Tk188 crore have been omitted from the single line dual gauge track construction project from Dohazari to Ramu to Cox's Bazar and from Ramu to Gundum near Myanmar. Tk3 thousand 214 crore have been deducted from the Matarbari port development project. Tk100 crore have been left out of the necessary infrastructure development project for the operation of Payra port. Tk1 thousand 86 crore have been cut from the IV Health Population and Nutrition Sector Development Programme. Besides, Tk1 thousand 746 crore have been excluded from the fourth primary education development program.

Meanwhile, the Padma Multipurpose Bridge project had an allocation of Tk 1 lakh in the original ADP. But in the revised ADP, the allocation has increased by Tk2 thousand 612 crore 26 lakh. Apart from this, Tk9 thousand 706 crore were allocated for ADP in Rooppur nuclear power project. There is no change in the revised ADP.

Mamun-al-Rashid, Former planning secretary, said if the allocation cannot be spent, it must be brought under accountability. Because the Government Procurement Rules (PPR) has provisions on how much allocation should be taken and how procurement activities should be conducted in a planned manner. Even the DPP (Development Project Proposal) mentions the project implementation plan and allocation plan. But those who are associated with project implementation including project manager do not follow these. As a result the money fails to be spent. In response to a question, he said that not spending money as per plan is against planning and financial discipline.
