Out of about 46,454 officers and employees in Palli Bidyut Samiti (PBS), most of the officers and employees have been working in the same workstation for a long time.
Those who were deprived in the past, that is, those who were not transferred even in 17 years, were extremely depressed and their work efficiency was being lost.
At this juncture, as part of the reform program, the Bangladesh Rural Electrification Board (BREB) has transferred a total of 4,791 officers and employees from one rural electrification board to another rural electrification board in the last 9 months, keeping in mind the goals of increasing the work dynamics of the officers and employees working in BREB, professional development, administrative transparency, increasing work efficiency and improving the quality of service.
Among them, a significant number of officers and employees have been transferred to the same workstation or nearby workplaces based on their applications for humanitarian reasons, and spouses working in different stations and other organizations.
354 spouses have been transferred to their preferred workplaces according to their needs and applications.
The coordinated transfer process of 35 spouses is ongoing, which is a rare example. Similarly, as part of the reform program, most of the officers and employees of the BREB have also been transferred to different departments, directorates and field levels in the last 9 months.
According to the government order, there are instructions for their transfer if they have been working in the same workplace for more than 3 years.
Transfer is a normal process according to the job rules, it is not a punishment. Through transfer to the new office, the officials have got the opportunity to work in a different environment, which has increased their professional skills and ability to deal with problems and their experience and working methods have been exchanged, which has helped in improving the quality of the organization as a whole.
The officers and employees of BREB and PBS are expressing satisfaction and their enthusiasm for work has increased manifold.
Apart from this, in order to increase the quality of service at the customer end, 250 PBS officers and employees who were not promoted within the stipulated time have been quickly promoted to various posts.
In addition, to ensure smooth customer service and ease of work in the workplace, 877 new manpower have been quickly recruited against vacancies and the process of recruiting another 2,855 manpower is underway. As a result, employment opportunities have been created for the unemployed population of the country.
4723 Level-1 employees of the organizational structure of PBS have been regularized against vacancies. 1302 Billing Assistants employed on ‘no work no wages’ basis have been appointed on probation. The contract period of line workers has been increased to 2 years instead of 6 months/1 year. The contract of meter readers has been increased to 3 years and arrangement has been made to stay at one place for 4 terms for 12 years, which was earlier 9 years in 3 terms. In addition, 68 employees have been mutually transferred as per their application.
This current reform process is not limited to PBIS only. The same is going on in BREB as well. Out of the 1,447 officers and employees working in the BREB, a total of 704 officers and employees, including 98 officers in the administration department, 78 officers in the finance department, and 282 officers and 246 employees in the engineering department, have been transferred to various departments, directorates, and field offices from August 2024 to May 15, 2025, which is about 48% of the total manpower. In order to restore the dynamics of work in the BREB,111 officers and employees have been promoted against vacancies in various departments of the board by taking prompt administrative measures based on merit. A total of 236 people have been appointed, including 50 in the revenue sector and 186 through outsourcing. In addition, more manpower is under the process of recruitment.
As a result of this unprecedented and massive campaign, the enthusiasm for vibrant work has returned among the officers and employees of the BREB and all PBS which bears witness to the strong and far-reaching leadership of the BREB.
