Allegations of discrimination in promotion to Addl IGP

The government recently promoted 12 deputy inspectors of police (DIGs) to additional (addl) IGP. The list includes one officer from the 12th batch of the BCS police cadre and 11 officers from the 15th batch.

They were deprived of their posts during the tenure of the ousted Awami League government and served in less important police units. After the fall of the government on August 5, they were promoted and became DIGs.

The 11 people who were promoted on Sunday were promoted in stages based on the merit list. However, there have been allegations that one person was deprived of his post, and another who was lower on the merit list was promoted. Various discussions and criticisms are now at a peak in the police administration.

Police officials say that during the fascist AL government, promotions were given selectively. Especially those who were of opposing political ideology were deprived of their posts. Now the same trend has started; this will ruin the plan to reform the police.

It is learned that Mahbubur Rahman is at number 23 in the merit list (gradation number) of the 15th batch of the BCS police cadre. After that, former Additional IGP of CID Mohammad Ali Mia was at number 24. He was promoted to Additional IGP during the AL government (later given compulsory retirement). And Mahbubur Rahman was the Additional DIG at that time. The posting was in the Naval Police. Although there were no negative comments in the Annual Confidential Report (ACR) of this police officer, he did not get the promotion. The government promoted Mahbubur Rahman and several others from the same batch to DIG on August 17. Meanwhile, a meeting of the Superior Selection Board (SSB) was held on May 8. It was decided to promote 12 people to the post of Additional IGP. Later, the Ministry of Home Affairs issued a notification. The names in this list are - 12th batch police officer Md. Golam Rasul (gradation number 4), 15th batch AKM Awlad Hossain (gradation number 8), Md. Akram Hossain (gradation number 9), Hasib Aziz (gradation number 12), Gazi Jasim Uddin (gradation number 13), Abu Naser Mohammad Khaled (gradation number 14), Md. Rezaul Karim (gradation number 15), Khondaker Rafiqul Islam (gradation number 17), Md. Mostafa Kamal (gradation number 18), Mosleh Uddin Ahmed (gradation number 19), Md. Shibgat Ullah (gradation number 20) and Sardar Nurul Amin (gradation number 31). The last name on the list is Sardar Nurul Amin‍‍`s merit list or gradation number 31.

However, many officers who were on the top of the merit list did not get promotion. One of those on that list is CID DIG Mahbubur Rahman. His merit list or gradation number is 23. Now the question arises, why was Mahbubur Rahman, who was at number 23 on the merit list, or another DIG in the lower serial, promoted instead of the name of Mahbubur Rahman or other DIGs?

Sources say that Mahbubur Rahman was supposed to be promoted after Sibgat Ullah, who was at number 20 on the merit list. This is because Shoaib Ahmed, who was at number 21 on the merit list, retired. After that, Md. Shahriar is still serving as the Superintendent of Police (SP). After that, DIG Mahbubur Rahman‍‍`s name is on the merit list. But Sardar Nurul Amin, who was at number 31 on the list, has been made Additional IGP.

Those whose names are on the merit list before Sardar Nurul Amin are DIG Ali Hossain Fakir (promoted after August 5 and lost his job twice before that), Azizur Rahman Aziz, Barrister Zillul Rahman (lost his job three times), Sheikh Mizanur Rahman, Abu Saleh Golam Mohammad and DMP Additional Commissioner Md. Sarwar. Sardar Nurul Amin has been promoted by surpassing all of these officers.

Meanwhile, 12 posts were vacant in the post of Additional IGP. A meeting of the Superior Selection Board (SSB) was held this month to promote these posts. It was decided to promote the officers named on the merit list. Accordingly, DIG Mahbubur Rahman was supposed to be at number 12 in the list of promoted officers.

It is learned that Mahbubur Rahman became SP of Kurigram during the caretaker government. Then he worked in CID, Naval Police and Police Training Centers. The AL government deprived him of his post because his BNP connection. He will retire on July 31 this year.

Several officers of the 15th and 17th batches, on condition of anonymity, told Daily Post that the way the promotions were given seems to be a return to the old days. A large number of officers in different batches of the BCS police cadre are working without promotion. Many others have retired after being denied promotion for years. Yet all of them had the necessary qualifications to get promoted.

In this regard, former IGP of Police Muhammad Nurul Huda told Daily Post, "Promotion is based on merit and seniority. No one can claim a promotion. The IGP of Police has confirmed the matter of promotion after looking at the proposal sent by the IGP and the Superior Selection Board list."

The former police chief also said, "If the person who has been deprived feels that he has been deprived of his post, he can apply. He will mention that I have seniority, talent, and a good record there, but I did not get a promotion—let this be reconsidered.
